State aid in Spain for the transformation of industrial vehicle fleets
The energy renewal of industrial vehicles is an essential step when it comes to transforming fleets. In order to promote this improvement, the Ministry of Transport, Mobility and Urban Agenda (Mitma) activated in 2022 the transfer of 400 million euros of the European funds of recovery to promote the decarbonisation of the heavy vehicle of professional transport by road.
As detailed in the official website of the Ministry of Transport, Mobility and Urban Agenda, the objectives of the investment line are:
1. To promote the transformation of the fleet of heavy goods vehicles and passengers.
2. To encourage the penetration in Spain of technologies for the propulsion of vehicles using alternative energies and to accelerate industrial reactivation and the automotive sector, promoting the decarbonisation of fleets and improving air quality in metropolitan environments.
The current line of aid is related to the Program of Transformation of Fleets of Heavy Vehicles of Professional Road Transport, and the options offered for the transformation of fleets are 5.
List of aids in the Heavy Vehicle Fleet Transformation Program
Scrapping
The process of scrapping of an industrial vehicle, can be more or less profitable. In this case, the objective of the State is to decarbonize the fleet of vehicles and, with that objective, to promote the purchase of hybrid and electrical references.
The scrapping of vehicles is an interesting option to reduce truck processing costs. In this case, there is a limit of 30 trucks per company or one per natural person, and these have to be registered by January 1, 2019. The aid applies to vehicles of categories M2, M3, N2 and N3 and can be ordered until 30 June 2024. The total amount of aid ranges from 2,500 euros (in N2) to 25,000 euros (in M3).
Purchase of alternative energy vehicles
The purchase of alternative energy vehicles to replace old fuel engines is another option. In this case, they can be electric vehicles, plug-in hybrids, CNG (compressed natural gas) or LNG (liquefied natural gas). Aid may be requested until 30 April 2024, provided it is for new vehicles of categories M2, M3, N2 and N3. Finally, it should be noted that the maximum is 50 units per company (one per natural person).
Retrofit or change of propulsion
Retrofit or propulsion change basically consists of transforming a fuel engine to a more sustainable engine. For example, a fuel engine that becomes electric or hybrid. The authorized changes are from diesel, gasoline or gas to electric, hydrogen and, transiently, CNG or LNG. The time limit for the application is 30 April 2024 and for vehicles less than 10 years old in categories M2, M3, N2 and N3. The amounts that can be obtained are from 6,000 euros (M2) to 20,000 euros (M3 and N3). A certified company can do this work with guarantees.
Installation of electric charging points
The installation of electric charging points is another aid that encourages the transformation of commercial vehicle fleets. This assumption will be included only if electric vehicles have been purchased or converted, and the number of points will match the maximum changes that have been made. Grants can be requested until 31 December 2023 and the amount will depend on the company (40% for large companies, 50% for SMEs and 60% for self-employed).
